Paul gave his life to the Lord at age seven and never looked back. His faith shaped everything he did-from leading worship for decades to teaching the Bible in a way that was both accessible and inspiring. In 1986, Paul and Patsy joined Rise Church in Decatur, Texas-then known as Trinity Word Church-where they invested over 30 years of their lives. Paul served as an elder, teaching pastor, and worship leader, and for six months as interim senior pastor. Together, he and Patsy poured into the church in countless ways.

Paul served eight years in the United States Navy from November 1972 to August 1980. Following his military service, he worked in contract engineering until 1989, when he founded Global Technical Services in Fort Worth, Texas. He sold the company in 2017. In 2001, he expanded into healthcare, purchasing Solaris Healthcare in Decatur, Texas, alongside his son Andy and business partner Neil Livingston.

In 2014, Paul and Patsy moved to Woodland Park, Colorado, where he served as CEO of Andrew Wommack Ministries and Charis Bible College. Under his leadership, the ministry experienced tremendous growth. He also established a third-year Business School at Charis, combining his business expertise with biblical principles.

Paul is survived by his wife Patsy; three children: Andy Milligan and wife Jessica, Lana Boner and husband Kenny of Decatur, Sarah Ross and husband Jon of Ponder, and Nina Kjaervoll of Oslo, Norway: nine grandchildren: Anna, Ally, and Jake Milligan, Payton, Jada and Kasey Boner, Kallie Campbell and husband Brian, Bailee and Avery Sims, Austin and McKenna Ross and Ella Kjaervoll; two great-grandchildren: Samuel and Jackson Campbell; brother Max Milligan of Denton; nephews, Matthew Milligan and wife Sarah of Bellvue, Nebraska, Daniel Milligan of Fort Worth, and Brent, Michelle, and Teresa Milligan.

He was preceded in death by his parents, DeLoyd and Nelda Milligan and his brothers Mark Milligan and Ricky Milligan.
